Minutes of meeting of the Barkham Parish Council held on 10th April 2007

in Barkham Village Hall at 7.30 p.m.

 

Present: Mrs P. Stubbs (in the Chair), Mr. M. Clark, Mr F. A. Scott, Dr. R. Loader, Mr. S. Goldring,

Mr. R. Newman, Mr. F. Postlethwaite, one member of the public and the Clerk.

07/929 Minutes of meeting held on 13th March 2007 were approved and signed as a true record.

 

Meeting adjourned in order that any member of the public can address the Council on any matters or concerns relating to Barkham

 

07/930  To receive a report from the Villages Youth Project Worker – Louise Morris on Barkham Youth Clubs

The report was covered at the Parish Assembly.

 

07/931 To receive a report from Mr Newman who attended the Southern Parishes Area Youth Committee on 14th March 2007

Mr Newman reported that this meeting was attended by the police, Parish Council representatives,  St Sebastian’s Church (a paid youth worker is employed), Richard Ferguson from WBC and members of the voluntary sector.   The key factors that emerged from this meeting were that all parties must work together. It was apparent that there are many activities for young people to participate in but it is proving very difficult to find out about them.  All the information needs pulling together into one source such as a web site and in booklet form in order that parents can find out where activities are taking place.  This information could then be more readily used by the police who are trying to direct young offenders into more positive activities.  Mr Newman felt that this was a good step forward and progress was being made with the southern parishes.

 

07/932 Planning

F/2006/9281                           Land at junction of Park Lane and Hogwood Lane                                        Approved

                                                Application for temporary changing facilities including

                                                canteen, gym, physio, groundsman store and alterations to the

                                                car park.

Clerk enquired from WBC about S106 funds from the above site.  The reply stated that £15,000 was received for highways obligations and this is intended for footway improvements.  The agreement did not specify where exactly the footway improvements should be, there is a meeting of Highways in May where they will allocate S106 funds.  Clerk to reply stating that BPC would like to see improvements to the footpath along Barkham Street , continuing the path as far as Church Lane and preferably to join up with Barkham Ride to give a continuous path from Barkham to Finchampstead.  If necessary the path could be located inside the hedge if there was insufficient space by the road side.  Clerk to ascertain when the Highways meeting in May is scheduled for in order that a representative from BPC can attend.

 

07/933 Highways

Reply received from Wokingham Town Council regarding BPC’s suggestion of creating a cycle path along the Bearwood Road to improve safety.  They stated that Councillors felt that Bearwood Road was already a fast route not particularly suitable for pedestrians or cyclists. They felt that an overall plan would be better than responding to this individual case of a cyclist fatality. It was suggested that the cycle route should go along Chestnut Avenue and join up with the existing one along Reading Road instead of continuing down Bearwood Road . Councillors were opposed to the idea of piping the existing drainage ditch.  Clerk to write to WBC requesting a cycle path / footpath from Highlands Ave. to Chestnut Ave. this would enable children to cycle from Barkham to schools such as Holt, Forest and Emmbrook.

Chris Redfern at WBC has confirmed that the yellow lines along Langley Common Road outside the Tyre Repair Centre and the Car Sales Centre will be painted in the next few weeks.   This work has now been completed.

 

Reply received from WBC regarding the issues raised with the Barkham highways:-

The two lights on the priority signs at Barkham bridge S181 & S182 are to be repaired.
The repairs to the road junctions of The Woodlands / Sandy Lane and also The Woodlands / The Junipers which are already crumbling away will be inspected and action taken.
The grass area at the junction of Sandy Lane / Barkham Road has been left in a mess from where the fallen tree was sawn up.  This area is to be inspected and re instatement works undertaken.
The pavement along School Road opposite the school has become overgrown with brambles making the path very narrow.  This area is to be inspected and letters sent to any properties where there is overhanging vegetation requesting that it is cut back.

 

Councillors to report any matters of concern with the public highways

It was reported that two cracks had appeared along Bearwood Road running from the Post Office up the hill on the evens side of the road.  Clerk to report this to WBC.

The proposed lay-bys along School Road to improve parking outside the schools have made no progress at all.  Clerk to write to Highways at WBC requesting an update on this project. 

 

The Parish Cleanup will take place on Sunday 22nd April, Clerk to order the skip and borrow extra jackets and litter pickers from neighbouring parishes.  Many posters have been put up around the parish advertising the event and requesting help.

for month of April (Employee & employer contribution)

 

The standing orders for the Clerk’s salary have been amended to take effect from 1.5.07, the Clerk’s salary to be paid at SCP 23 with an increase in the allowance for home / office use to £30 per month, therefore the monthly standing order has been amended to £501.43 and the standing order in favour of the pension fund has been increased to £102.64 (the employers contribution has risen to 14% and the employee contribution remains at 6%).  This was agreed in the Precept.

 

To date 819 books have been sold, an income of £4294.24, thus leaving 181 unsold, and the Council is now in credit to the amount of £328.57.

 

07/935  Borough Councillor's Report

None.

 

07/936 Correspondence

D. French – Barkham Street / Church Lane Road Safety.  It was noted that the hedge had been cut back to improve visibility, this to be monitored and when growth again makes the visibility difficult WBC to be notified.
Stephanie Davis (aged 9) – lack of play facilities in Elizabeth Park.  Clerk to write to Stephanie’s mother thanking her for the letter from her daughter and to arrange for Louise Morris the Youth Worker at WBC to meet her and discuss what could be available.
WBC Response to the Consultation on Communications between Towns and Parishes and the Borough Council.   Mr. Scott has offered to attend the next meeting WDALC along with Dr. Loader to express the displeasure of BPC with the new proposals.  It was suggested that the new changes are not implemented until this has been discussed with WDALC.
Keep Mobile – invitation to AGM to be held on 28 April 2007.  Mrs Stubbs will try to attend.

07/937  Councillors Forum

Mrs Stubbs thanked Mr. Clark who will not be standing again for the Parish Council for his 10 years of dedicated work for the good of the Parish.
