of meeting held on 11th January 2005 were approved and signed
as a true record. The
Planning Meeting which was due to be held on 25th January did
not take place due to insufficient planning applications. |

05/621 Matters
arising
|
|
05/616 Reply
received from Mr. Gradon at Parkman, he states that he has now finished
the report which looks at providing additional parking on School Road near
the eastern priority give way. This
parking lay-by will remove vehicles from the road increasing the
visibility for vehicles approaching from Barkham.
The report also identifies the need to provide additional bollards
on the green that is adjacent to Anderson Crescent. |

received from Mr. Nyagumbo at Mouchelparkman regarding the vehicle
activated signs on Barkham Road. |
|
“When considering whether a location is suitable
for the implementation of vehicle activated signs, a number of issues
identified in the Council's policy require assessment to determine whether
VAS would be effective. One of the considerations contained within the
policy is whether the location has a history of personal injury accidents
including any accidents where inappropriate speeds were considered to be a
contributing factor. The vehicle activated signs should be located in
accordance with Government legislation and design guidance. |

The proposed sign location outside Sunny Ridge Lodge
entrance was found suitable to warn motorists as they enter into the
double bends where four personal injury accidents have occurred during the
assessed three year period from August 2000 to July 2003. One of the
accidents in the double bend had inappropriate speed as a contributing
factor. The other factors considered on the sign location were the
available space to accommodate the sign and power supply, which is readily
available from the overhead cables. The sign to be located after the
narrow bridge will serve traffic heading towards Wokingham approaching
Barkham Street mini-roundabout junction where two accidents have occurred
during the three year period from August 2000 to July 2003. This sign
would warn the motorists to reduce their approach speed onto the
mini-roundabout. Other factors again considered on the sign location were
the available space to accommodate the sign and power supply, which is
readily available from existing signs nearby. Two accidents have occurred
on the narrow bridge during the three year period from August 2000 to July
2003. These accidents were considered to be due to failure to observe
one's path on the priority system at the bridge. A vehicle activated sign
for traffic going towards the narrow bridge on the side you indicated on
the drawing was considered. Regrettably a sign could not be located on
that side of the road as there is inadequate space to accommodate the sign
and any attempt at locating a sign in this verge may also affect the
forward visibility for stationary traffic at the bridge. For these
reasons, this location was not recommended as a location suitable for a
Vehicle Activated Sign. For your information I have attached a copy of the
personal injury accident location map indicating the personal injury
accidents in the three year period from 01 August 2000 to 31 July 2003 for
Barkham Road. The assessment report was presented to the Highways Board at
their meeting on the 5th July 2004 and was subsequently approved by the
Executive.” |

BPC decided there was very little they could do
except monitor the effect of the activated signs when they are up and
working. |

Coppid Hill
|
|
Mr Atkinson had left a set of drawings with the Clerk
asking that they be looked at by BPC, these were an amended version of the
plans submitted to WDC. Plot
6 has already got planning permission but plots 7 and 8 have not. Mr. Atkinson has altered the shape of the roofs with cropped
hips, this was considered to be visually more acceptable, plots 7 and 8
are substantially bigger houses with double garages and therefore the
spacing between the houses is smaller.
BPC need to view a new planning application before making any
comments. |

|
|
Letter received from Mouchel Parkman listing the
sites which have been programmed for Speed Indication Devices, the one in
Barkham is at Brook House and The Bridge over the brook, in Barkham
Street, the SID devise will be there on 21.2.05 at 3.00 p.m. |
|
It was noted that new poles for bus stops were
erected about a year ago but nothing more has been done, Clerk to write to
Transport at WDC requesting what is supposed to be happening to them. |

The expenditure for the year was discussed and
agreed. A precept of £20000
for 2005/2006 was formally adopted. Unanimous.
Details are documented in Appendix A.
The new pay scale from NALC for the Clerk comes into force as of 1st
April 2005, it was agreed in the Precept to award the Clerk SCP 18 based
on experience and performance in the role. |

|
To date 794 books have been sold, an income of £4136.24,
thus leaving 206 unsold, and the Council is now in credit to the amount of
£170.57. |
|
|
|
The notice board at the junction of Barkham Road and
Sandy Lane has been demolished in an accident, Clerk to claim on the
insurance of BPC and arrange for a replacement to be purchased. |
|
|

05/625 Unitary
Authority Councillor's Report
|
|
Mrs Stubbs reported that WDC had agreed to continue
give the OAPs concessionary fares, a token system will continue in a
slightly different format, tokens can still be used in taxis, buses,
trains and park and ride but the tokens will only be paid for by WDC when
they have been used. This
will benefit WDC who had previously issued to tokens to elderly people,
paid for them in advance and then many housebound people were never able
to use the tokens. There will still be the half price bus passes available if
this is the preferred option. |
|
Mrs Stubbs also reported that the residents of
Evendons Lane and Edneys Hill would be submitting a petition to WDC
requesting speed restrictions along these roads which are used as a cut
through on to the Finchampstead Road, enforcing any speed restriction
would be a problem in this location. |
|

05/626 Correspondence

Wokingham District Sports Council – Nomination of Tamsyn Pack as
Sports Personality of the Year 2004 has been successful and she has been
selected as the winner of the Junior Girls (under 16) Award.
The Presentation Ceremony will be held on 10.2.05 at the Berkshire
Masonic Centre. Mrs Stubbs
and Mr. Postlethwaite to attend. Clerk to write to Tamsyn congratulating her on her success. |

Wokingham Countryside Service – Skatepark Partnership Project
will not be taken forward due to lack of funding. |
|
c.
BALC Royal Garden Party 19.7.05. No one was eligible to be nominated this year. |
|
d.
Wokingham District Countryside Service – a large signboard
showing a parish map with the Public Rights of Way in Barkham has been
found in a barn at Dinton Pastures. Mr.
Shepherd and Mr Postlethwaite will view the sign and if possible bring the
sign back to Barkham for erection at an agreed location in Barkham. |

Session
|
|
Two members from Rainbow Rides spoke about the
planning application F/2004/3378 Land Rear of Barkham Manor, Hayes Lane
Track. Proposed change of use
of agricultural land to ménage with lighting for use by disabled children
(Retrospective). BPC had
opposed this application which is located in an Area of Special Landscape
Importance and stating that the lighting would be a visual intrusion and
the bridle path is unsuitable for vehicular traffic.
They apologised for building the ménage without planning
permission and sought BPC’s guidance as to an amicable way to move
forward. It was agreed to
have a site meeting which will be arranged by the Clerk (Sunday 20th
February) in order to assess the situation.
