BARKHAM PARISH COUNCIL

 

Minutes of meeting of the Barkham Parish Council held on 14th February 2006

in Barkham Village Hall at 8.00 p.m.

 

Present: Mrs P. Stubbs (in the Chair), Mr. M. Clark, Mr.J.Shepherd, Dr. R. Loader, Mr. R. Newman,

Mr. F. Postlethwaite, three members of the public and the Clerk.

06/756 Minutes of meeting held on 10th January 2006 were approved and signed as a true record.  The Planning Meeting which was due to be held on 24th January did not take place due to insufficient planning applications.

 

06/757 Co-Option of new Councillor

 Dr. Roger Loader was co-opted on to Barkham Parish Council, proposed by Mr. Newman and seconded by Mr. Postlethwaite.  The Declaration of Acceptance of Office was duly completed and signed.

 

06/758 Matters arising

05/711  Reply received from WDC concerning the street naming policy.  WDC has a policy to consult with Parish Council’s when a new road is being considered and it is the Parish Council which decides on the name to be used.  Naming a road is a lengthy process and due to construction time the consultation generally fits in with Parish Council meeting timetables.  With house name changes WDC do not consult the Parish Councils unless it is a building of historic note when consultation takes place as a mater of courtesy.  The Royal Mail Address Service used to monitor all name changes as due to their countrywide database which is postcode sorted and enables information on close adjoining properties within neighbouring Local Authorities.  Duplication of house names/postcodes is therefore avoided.  House name changes are often processed in a short time scale and sometimes retrospectively.  “The Coach House” was not a duplication as the official street numbering for Barkham manor was 1 – 10 Barkham Manor.  Once a property has a number it needs to be used in all correspondence as this links to the official postcode linked to the property by Royal Mail.  With regard to the properties at Coppid Hill, the difficulty with the properties is that some face onto Barkham Road and some access off Barkham Road .  Plot 1 was named in 2003, Plots 2 and 3 in 2004, plot 4,5 and 8 in 2005 and some are still unoccupied, for these reasons the existing house name position was continued rather than giving a new road name and numbered.

05/445 Clerk reported that the SID can only be used in daylight hours between 8.00 a.m. and 6.00 p.m. Monday to Friday, therefore it would be better to wait until the lighter evenings before we request that SID be positioned in Barkham Street and Langley Common Road .  Clerk also requested the police camera van be positioned on the forecourt of the Post Office, Thames Valley Police have confirmed that Bearwood Road is already on the list to be investigated.

06/749  Reply received from Mr. Ritchie, the Senior Planning Officer regarding our letter seeking clarification of the area referred to as Barkham Hill.  He states that WDC currently refers to the properties in the area broadly enclosed by Doles Hill / Barkham Road , Sandy Lane and Bearwood Road as Barkham Hill.  The precise boundaries are defined in the Local Plan, these boundaries are being reviewed as part of the Local Development Framework.

06/750  WDC have installed a bin at the top of The Junipers where the youngsters gather and rubbish is dropped, it is hoped that the provision of the bin will encourage them not to drop their rubbish but use the bin instead which will be emptied every Wednesday.  The bin is not being emptied, Clerk to request that the bin is emptied and also the bin which is located at the junction of Bearwood Road and The Lilacs.

 

06/759 Public Session

A member of the public alerted us to the fact that gypsies have moved into the car parks at Fishponds Road Industrial Estate and they have also been seen in Barkham, we must all be extra vigilant. The hedges are being trimmed back at Barkham Bridge and also the bushes around the banks of the brook by a local farmer.

Mr. Shepherd declared an interest and did not participate in the discussion.                                          

Clerk to write to WDC opposing this application.  The proposed buildings which are annotated on the plans as storage for two tractors, hay storage, toilets, rest room and food preparation area are totally out of character with the surrounding area which is designated as an Area of Special Landscape Importance.  They are more on an industrial scale and will have a huge visual impact on the countryside.  The access will be via the bridleway which is not intended for heavy usage only horses and pedestrians and any heavy vehicles will destroy the bridleway, the tarmac road is a private road and is owned by Barkham Manor.  If these plans were to be passed BPC would like to see strict covenants added which stipulate that this development is not for business purposes and no commercial activity is to take place and that the access is not to be via the tarmac road.  Mrs Stubbs will  list this planning application for inclusion in the next Development Control Meeting.

Reason:  The proposal by virtue of its scale and layout is considered to present a piecemeal form of development and as such is considered to result in detrimental harm to the future development potential of the site.

                                                Proposed additional fencing to side of dwelling.

Reason:  The proposal will create a tunnelling effect which would adversely impact upon the perception of safety for the users of the footpath.

 

F/2005/4452                           28 – 30 Langley Common Road                                                        

                                                Proposed erection of 2 replacement dwellings with access and

                                                parking, demolition of 2 dwellings.

Mr. Lettin the Enforcement Officer from WDC advised that he has served a notice stating that all building materials must be kept within the confines of the designated building plot and must not encroach onto the agricultural field.

 

06/761 Highways

Letter received from WDC requesting a list of nameplates which are missing, damaged or time expired as funding is available until the end of March.  Clerk to reply requesting a new “ Barkham Road ” sign at the junction of Langley Common Road and School Road .  Also a new “The Junipers nos 19 - 37” at the top of the hammerhead.

 

It was also noted that there is a post outside 46 Bearwood Road which has a light at the top but no warning notice on it and there is also a new post with a triangular warning notice but no light.  Clerk to write to WDC requesting that the work is finished.

Mr. Clark reported that it is the intention of the Village Hall Committee to close the entrance to the field from the car park, thus forcing the farmer to reopen the entrance on to Barkham Street .

 

06/762  Discussion Topics and Questions to be submitted to Sergeant Cull

Sergeant Cull has agreed to attend the next meeting of the Parish Council on 14th March.  Issues to be brought up are:-

Rubbish being continually dumped in Commonfield Lane with suggested methods of preventing it from happening.
Cars driving into Coombes Lane late at night, local residents feel uneasy and find it disturbing.  Random police patrol suggested
Speeding cars along Bearwood Road in the early morning between 6.30 – 7.30 a.m.  Suggest a police patrol car to be parked on the forecourt of The Post Office.
Problems of underage drinking.  Mrs Stubbs continually finds empty bottles and cans in the bins at the Post Office which would imply that the persons concerned are unable to take the rubbish home.

 

To consult with Sergeant Cull how often it would be beneficial to meet, maybe quarterly and to have this item at the beginning of the meeting in order not to detain Sergeant Cull.

 

06/763 Affordable Housing in Barkham

The next step would be to ascertain whether there is a need in Barkham.  The CCB and the Rural Housing Trust specialise in this field and have offered to come and talk to BPC.  If we decide to proceed this would entail delivering a survey to all the houses in Barkham, this could be done by BPC, it is then posted back to the Rural Housing Trust where it is professionally analysed to decide if there is a need.  Mr. Newman and the Clerk to organise the presentation.

 

06/764 To Discuss the Parish Boundary of Barkham

A reply was received from S. Nelson-Wehrmeyer, Head of Legal Services at WDC outlining the procedure regarding the possibility of moving one or more areas of the parish boundary.

The main legislation governing parish boundaries is the Local Government and Rating Act 1997. In this Act it states that District Councils have a duty to keep under review the boundaries in their area. There is a formal procedure for this which is as follows:­

The District Council decides to review parish arrangements (this includes the moving of a parish boundary) and publicises the review and the subject matter.

Representations can be made about the review for a specified period.

The District Council considers any representations and decides whether to make formal draft recommendations - these are then publicised.

The District Council receives and considers any representations made on the draft recommendations and decides whether to submit the recommendations to the Secretary of State. Again the outcome is publicised.

Recommendations are sent to the Secretary of State.

Secretary of State may direct Local Government Commission to consider the recommendations, then makes a decision on the proposals.

When considering a review a District Council must have regard to the need to reflect the identities and interests of local communities, and to secure effective and convenient local government.

The general feeling of BPC is that the parish boundaries no longer seem logical.  With the depleting use of Arborfield Garrison which now has more private housing the population has moved from being transitionary to a stable community which could be a community of its own, with this in mind the other boundaries could be reviewed to resolve any anomalies.  Clerk to write to Arborfield PC, Finchampstead PC, Swallowfield PC and Shinfield PC to ascertain their views on the subject.  Another point which must be bourn in mind is the possible cost to BPC.

 

06/765 Finance

To date 802 books have been sold, an income of £4200.74, thus leaving 198 unsold, and the Council is now in credit to the amount of £235.07.

 

The expenditure for the year was discussed and agreed.  A precept of £22000 for 2006/2007 was formally adopted.  Unanimous.  Details are documented in Appendix A .  The new pay scale from NALC for the Clerk comes into force as of 1st April 2006, it was agreed in the Precept to award the Clerk SCP 22 based on experience and performance in the role.

 

06/766 Lottery Grant Application for Youth Club Project

The application has been returned because the Lottery Fund can only award grants if the money is spent within a year of the award.  Our application was to run a pilot youth club from September 2006 to July 2007.  As such BPC could either bring the start date forward to April, which after consideration would not be a good time to start a new venture with the holidays in July, or reapply in June.  Therefore it was decided to start the Club in September in line with the new school term.  BPC have been advised that we can reapply using the same form but with new date and re-signed by either a policeman or a headmaster. The issue is that BPC will have to commit to running the club prior to knowing if the lottery grant has been successful.  It is considered that BPC stand a good chance of being awarded the grant, so it was decided to proceed, and if necessary fall back on reserves to fund the full amount if BPC are unsuccessful.

 

06/767 Unitary Authority Councillor's Report

Mrs Stubbs reported that she had a meeting with Kate Fuller at WDC (Traffic Management) regarding the priority at Barkham Bridge and it was agreed to have a meeting with the Member who sits on the Highways Board and Mrs Wicks who lives at 1 Barkham Cottages next to the bridge.

 

06/768 Correspondence

Thames Water – a scheme is to be undertaken to alleviate foul flooding to several properties on Langley Common Road . To lay 70m of new sewer at the rear of 52 LC Rd., replace 400m of existing sewer between there and Langley Pond Farm and lay 380m of new sewer in the fields adjacent to Wood Lane, to connect into a larger sewer near Barkham Brook.  Work will start March 2006 and be completed by July 2006.
Daly International – Proposed alterations to existing Vodafone Mobile Phone Base Station at CS93 Winnersh, Bearwood College , Bearwood Road .  No comment.
Joint Strategic Planning Unit – Joint Minerals and Waste Scoping Report Consultation 16 Jan – 20 Feb.  Mr. Goldring to consider on behalf of BPC.
WDC Wokingham Residential Design Guide – invitation to two workshops 8.2.06 at Woodley and 17.2.06 at Shinfield.  Mr. Newman to attend the session 17/2.
