in Barkham Village Hall at 8.00 p.m.

Present: Mrs P. Stubbs (in the Chair), Mr. M. Clark, Mr F. A. Scott, Mr.J.Shepherd, Mr. S. Goldring,

Mr. R. Newman, Mr. F. Postlethwaite, one member of the public and the Clerk.

05/613 Minutes of meeting held on 14th December 2004 were approved and signed as a true record.

05/614 Matters arising

04/609  Mouchel Parkman Ltd. phoned to say that the positioning of the activated signs on Barkham Road is determined by the power source and records held of where accidents have occurred.  The effectiveness and positioning will be monitored.  Clerk to reply to Parkman requesting a copy of the report of the accidents as the positioning of the signs is still incorrect and will have little effect on the speed of the traffic.

05/615 Planning

F/2002/8068                           Land rear of Barkham Manor, Barkham Road

                                                Erection of stables.

It has been brought to the attention of BPC that the stables are being used for a commercial business when the planning permission states that it shall be for domestic recreational purposes.  The Enforcement Officer at WDC has been notified and he will visit the site and investigate.

F/2004/3545                           Woodlands Farm, Wood Lane                                                   Delegated

Proposed change of use of agricultural land to use for                      Opposed

overnight parking of lorries and waste transfer.

Clerk to write to WDC opposing this application on the grounds that the access on to School Road B3349 is very limited, lorries using the lane do not turn left increasing the potential for accidents and any increase in lorry movements would add to the dangerous access.  The by-way (Woods Lane) is an unadopted highway used by many walkers and horse riders on to the Coombes and is unsuitable to take lorries on a daily basis.  The proposed site is in the countryside and very close to two schools, hence making it an unsuitable location.  It is also not a designated site for waste disposal in the Local Plan.

F/2004/3421                           45 Bearwood Road                                                                    Delegated

Proposed erection of a detached double garage.                   No Comment

F/2004/3015                           Land At Doles Farm and Goodhope, Doles Lane                    Refused

Proposed erection of 3 detached dwellings with garages,

plus revised access.  Demolition of existing buildings.

Reason:  By virtue of their siting and design (including garage elements) it is considered that the proposed plots 1 and 2 would result in both a cramped and dominant form of development to the detriment of the visual amenities and character of the area.  It would create a hard and urbanising edge with the adjacent countryside.  It would also result in the increased use of the junction of Doles Lane and Barkham Road which is substandard with respect to visibility and this adversely affect road safety and the flow of traffic.

F/2004/3202                           11 The Lilacs                                                                                      Approved

Proposed first floor side extension to dwelling,

conversion of part of garage to family room and

single storey rear extension to form conservatory.

F/2004/3560                           27 & 29 Bearwood Road                                                                 Delegated

Proposed erection of 2 x 4 bedroom dwellings.                             No Comment

Page 05/396

F/2004/3567                           Sports Field Park Lane & Hogwood Lane,Finchampstead                Proposed

Proposed erection of temporary changing facilities

and ancillary buildings.  Amendment to consent F/2003/8464.

Clerk to write to WDC requesting that a clause be added stating that the temporary buildings must be removed within three months of completion of the permanent buildings.  Mrs Stubbs to write to Reading Football Club welcoming them to Barkham who will hopefully prove to be a great asset.

F/2004/3613                           Bull Inn, Barkham                                                                    Delegated

Proposed single story extension to pub kitchen, internal              No Comment

                                                alterations, patio screening and umbrella.

LB/2004/3614                        Bull Inn, Barkham                                                                    Delegated

Proposed kitchen extension to listed building and                         No Comment

                                                internal alterations.

Clerk to write to WDC stating that the alterations must be in keeping with the original building.  Also to point out that the plans submitted were so badly written that it was virtually impossible to read them.

O/2004/1307                          18 Barkham Ride                                                                        Dismissed

Outline application for the erection of one dwelling and                At Appeal

                                                garage.

Reason:-   The appeal site is located outside a settlement, in an area designated on the Local Plan as Green Gap and Countryside.  Proposals for new housing in such areas are resisted except where essential to agricultural enterprise.  The development would harm the character and appearance of the area.  The appeal site is a green open space which affords views southwards from Barkham Ride towards the countryside beyond, the bulk, scale and mass of a dwelling with a footprint of the size proposed would reduce the openness of the site and intrude into the views which can currently be enjoyed across the appeal site to the adjacent farmland.  A building of this scale in this location would begin to consolidate the loose knit pattern of development and urbanise the rural character of the area.

F/2004/3251                           Coppid Hill House, Barkham Road                                              Refused

Proposed erection of 4 dwellings.  Amendment to consent

                                                F/2004/2374 relating to plots 6,7 & 8.

Reason:-  The proposed amendments to the dwellings at plots 7 and 8 would create a disproportionate design that would be out of keeping with surrounding properties.  Furthermore, the increased bulk and massing of the dwellings would create a cramped form of development along a prominent road frontage that would be out of keeping with the character of the area.

Clerk to write to WDC as it would appear that the properties are being built to the larger plans which have been refused.  These properties must not be occupied and any requests for local searches by prospective purchasers must state that the properties have been built without planning permission.  Also to request if an appeal has been received by WDC.

F/2004/3378                      Land Rear of Barkham Manor, Off Barkham Road,               Delegated

                                                Hayes Lane Track.                                                                               Opposed

Proposed change of use of agricultural land to ménage with

lighting for use by disabled children.  Retrospective.

Clerk to write to WDC opposing this application which is located in an Area of Special Landscape Importance.  The lighting will cause a visual intrusion which is adjacent to a wild life heritage area.  The site is located along a bridle path which is unsuitable for any increase in vehicular traffic.  Also, to point out that the area is slowly being eroded by small piecemeal developments.  There is also a long history of planning refusals in this area.

F/2004/3625                        Land Rear of 41 Bearwood Road                                                  Delegated

Proposed erection of a building for parking, storage and                Opposed

maintenance of vehicles.  Renewal of consent F/2000/0549.

Mrs Stubbs will speak to the Planning Officer concerned as this is inappropriate development in Barkham.

F/2004/3580                           29 Bearwood Road                                                                    Delegated

Proposed installation of velux window in garage roof.                 No Comment

Page 05/397

F/2005/3678                        13a Sandy Lane                                                                                    Delegated

Proposed erection of one end of terrace dwelling.                             Opposed

                                                Adjoining Parish Consultation.

Clerk to write to WDC opposing this application which will have an overbearing effect on the street scene, there is no garage and no parking spaces provided, this is totally unsuitable in a semi rural location.  Copy of letter to Wokingham Town Council, Evendons Ward.

F/2004/3666                           311 Barkham Road                                                                      Delegated

Proposed single storey side and front extension to dwelling     No Comment

plus extension to roof to form first floor loft conversion.

                                                Renewal of consent F/2000/1455.

Enforcement Policy

Consultation exercise on the proposed revisions to the planning enforcement policy have been copied and circulated to all councillors.

Barkham Parish Council recommends the following changes to Appendix 1:

Para. 1 line 4 should be amended to read

“….. unacceptably affects public or private amenity …”

34.  add back in  “in the Courts”, and possibly also the words  “or otherwise”.

Add “Direct Action” to the list of enforcement tools in para 22.

Although much of the information which the draft proposes should be deleted is not strictly necessary, for the reasons given in Schedule 1, it  is nevertheless useful to anyone reading the document who is not already familiar with the background, and it is not sufficient to rely on it appearing in separate documents or web pages.  We suggest that the deleted material from paragraphs 5. 11, 23 – 29, 39 and 41 could usefully be incorporated in an annex to Appendix 1 with cross references to parts of it from within the appendix itself, and in particular from individual items in the list of enforcement actions in para 22.

Local Plan Survey

Reply received from Mr. Cowan regarding the Local Plan Survey which was sent on behalf of all the rural parishes:-

“I'm sorry that you don't find the document easy to follow, but as you must appreciate it is very difficult to put complex planning issues across in a way that it is neither so detailed as to be obscure, nor so simple as to invite accusations of over-simplification.

I understand your point about a Summary, but I hope you will agree that it is helpful to draw attention to key questions where the Council is seeking views. Like all planning documents the "devil is in the detail" and a summary would risk respondents missing the detail. As the Council is only at the beginning of the Local Development Framework process I have no doubt that we will be able to learn from experience and improve our consultation processes as we move on.

I'm glad you find the proposals sensible, and would encourage you to make this point in responding to the Policy Team. I do know that they put together as many illustrative examples as were practical.

Turning now to your concern with what is allowed within any new Settlement Boundaries and its density, I would point out that LDS I is emphatically not a consultation on density policy. It is a consultation on the approach the Council should take to reviewing Settlement Boundaries, which is something the Council has chosen to do, rather than 'leap' straight into one particular approach. There will be other elements of policy including housing density and the distinctiveness of areas, either individually, or within the Core Strategy or various other Development Plan Documents as they are produced.

Page 05/398

I would also like to point out that the principle of a public examination of policy and objections to it before an Independent Inspector is part of the LDF process. I see no reason to review LDSI on Settlement Boundaries but instead I would encourage you to respond on this and other consultations.

As the process evolves and once I have had the opportunity to evaluate all the comments received I am more than willing to meet all Parish and Town Council representatives with the appropriate officers to discuss the process on this and other consultation documents.

05/616 Highways

At the site meeting which was held in School Road with Arborfield PC and Parkman in October, it was understood that Parkman would undertake a study of the parking around the two schools with possible alternative suggestions to alleviate the problems, the suggestions raised were to introduce parking down the hill and at the pinch points.  Clerk to write to Parkman and remind them that this still has not been done.

Three lights in the area of The Bull and Barkham Bridge are not working, Clerk to report them to WDC and request attention.
