04/609 Mouchel
Parkman Ltd. phoned to say that the positioning of the activated signs on
Barkham Road is determined by the power source and records held of where
accidents have occurred. The
effectiveness and positioning will be monitored. Clerk to reply to Parkman requesting a copy of the report of
the accidents as the positioning of the signs is still incorrect and will
have little effect on the speed of the traffic. |

It has been brought to the attention of BPC that the
stables are being used for a commercial business when the planning
permission states that it shall be for domestic recreational purposes. The Enforcement Officer at WDC has been notified and he will
visit the site and investigate. |

Lane) is an unadopted highway used by many walkers and horse riders on to
the Coombes and is unsuitable to take lorries on a daily basis.
The proposed site is in the countryside and very close to two
schools, hence making it an unsuitable location.
It is also not a designated site for waste disposal in the Local
Plan. |

would create a hard and urbanising edge with the adjacent countryside.
It would also result in the increased use of the junction of Doles
Lane and Barkham Road which is substandard with respect to visibility and
this adversely affect road safety and the flow of traffic. |

Local Plan as Green Gap and Countryside.
Proposals for new housing in such areas are resisted except where
essential to agricultural enterprise.
The development would harm the character and appearance of the
area. The appeal site is a
green open space which affords views southwards from Barkham Ride towards
the countryside beyond, the bulk, scale and mass of a dwelling with a
footprint of the size proposed would reduce the openness of the site and
intrude into the views which can currently be enjoyed across the appeal
site to the adjacent farmland. A
building of this scale in this location would begin to consolidate the
loose knit pattern of development and urbanise the rural character of the
area. |

increased bulk and massing of the dwellings would create a cramped form of
development along a prominent road frontage that would be out of keeping
with the character of the area. |

Clerk to write to WDC as it would appear that the
properties are being built to the larger plans which have been refused.
These properties must not be occupied and any requests for local
searches by prospective purchasers must state that the properties have
been built without planning permission.

Consultation exercise on the proposed revisions to
the planning enforcement policy have been copied and circulated to all
councillors. |

Barkham Parish Council recommends the following
changes to Appendix 1: |

| Para. 1 line 4 should be amended to read |
|
“….. unacceptably
affects public or private amenity …” |
|
|
| 34. add back in “in the Courts”, and possibly also the words
“or otherwise”. |
|
|
| Add “Direct Action” to the list of enforcement tools in
para 22. |
|
|
| Although much of the information which the draft proposes
should be deleted is not strictly necessary, for the reasons given in
Schedule 1, it is
nevertheless useful to anyone reading the document who is not already
familiar with the background, and it is not sufficient to rely on it
appearing in separate documents or web pages.
We suggest that the deleted material from paragraphs 5. 11, 23 –
29, 39 and 41 could usefully be incorporated in an annex to Appendix 1
with cross references to parts of it from within the appendix itself, and
in particular from individual items in the list of enforcement actions in
para 22. |

Local Plan
Survey
|
|
Reply received from Mr. Cowan regarding the Local
Plan Survey which was sent on behalf of all the rural parishes:- |
|
“I'm sorry that you don't find the document easy to
follow, but as you must appreciate it is very difficult to put complex
planning issues across in a way that it is neither so detailed as to be
obscure, nor so simple as to invite accusations of over-simplification. |
|
|
|
I understand your point about a Summary, but I hope
you will agree that it is helpful to draw attention to key questions where
the Council is seeking views. Like all planning documents the "devil
is in the detail" and a summary would risk respondents missing the
detail. As the Council is only at the beginning of the Local Development
Framework process I have no doubt that we will be able to learn from
experience and improve our consultation processes as we move on. |
|
|
|
I'm glad you find the proposals sensible, and would
encourage you to make this point in responding to the Policy Team. I do
know that they put together as many illustrative examples as were
practical. |
|
|
|
Turning now to your concern with what is allowed
within any new Settlement Boundaries and its density, I would point out
that LDS I is emphatically not a consultation on density policy. It is a
consultation on the approach the Council should take to reviewing
Settlement Boundaries, which is something the Council has chosen to do,
rather than 'leap' straight into one particular approach. There will be
other elements of policy including housing density and the distinctiveness
of areas, either individually, or within the Core Strategy or various
other Development Plan Documents as they are produced. |

I would also like to point out that the principle of
a public examination of policy and objections to it before an Independent
Inspector is part of the LDF process. I see no reason to review LDSI on
Settlement Boundaries but instead I would encourage you to respond on this
and other consultations. |
|
|
|
As the process evolves and once I have had the
opportunity to evaluate all the comments received I am more than willing
to meet all Parish and Town Council representatives with the appropriate
officers to discuss the process on this and other consultation documents.
|
|
|
|

|
|
At the site meeting which was held in School Road
with Arborfield PC and Parkman in October, it was understood that Parkman
would undertake a study of the parking around the two schools with
possible alternative suggestions to alleviate the problems, the
suggestions raised were to introduce parking down the hill and at the
pinch points. Clerk to write
to Parkman and remind them that this still has not been done. |

Three lights in the area of The Bull and Barkham
Bridge are not working, Clerk to report them to WDC and request attention.

| S.P.I.S.E. – A workshop to be held on 18.2.05 to inform
Councillors of the potential challenges and issues to be faced with the
adoption of the proposed South east Plan.
No one was able to attend, Clerk to request the material and pay
the fee. |
| WDC – the date of the next District Parish Conference will
be 16th March 2005. Clerk
to reply expressing our dissatisfaction with the inconsistency of planning
decisions, also the web site does not show the reasons for refusal, and
any conditions attached to approval notices. |
