How to respond to the WDC proposals.

AN URGENT MESSAGE TO ALL BARKHAM RESIDENTS

  POSSIBLE DEVELOPMENT PLANS FOR BARKHAM

30th September 2006

Dear Resident,

Wokingham District Council has invited local developers and landowners to submit wish-lists of potential development sites in the area. The proposals affecting Barkham are summarised below.

The initial proposals for Barkham total about 3-4,000 new houses on sites adjacent to Barkham Road, Bearwood Road, Church Lane, Barkham Ride, Langley Common Road and School Road as well as the Barkham Square estate, and Arborfield Garrison - the majority of which lies in Barkham parish.

Presently there are about 915 houses in Barkham (including that part of the Garrison in the parish of Barkham).

In addition, there are proposals just outside the Barkham boundaries for over 800 new houses near Bearwood Road and other sites adjacent to Highlands Avenue , Sandy Lane and Barkham Ride.

WDC is seeking comments on the initial options by Wednesday 18th October.

You can comment to WDC by using their questionnaire at

Alternatively, you can write to the Development Plans Team at WDC or e-mail them at policyandplans@wokingham.gov.uk, or fill in questionnaire copies in Barkham Post Office, with your comments on suggested sites.

All residents are urged to comment BEFORE 18th OCTOBER.

  The initial options for the site allocations are set out on a parish-by-parish basis (with maps) in the third pdf document (Overview map and summary details of suggested sites) listed on the below WDC Planning Department webpage:

The on-line questionnaire looks rather daunting, largely because the Council is also seeking feedback on other aspects of the Local Development Framework. The questions about the suggested sites also appear to relate to all the sites in the District.

It is understood from the Planning Department that:

(a) it is not necessary to answer all the questions and that respondents can pick and choose which questions to answer;

(b) as regards Q xvi - xx on the Suggested Sites, there is no objection to these questions being answered on a site specific basis as long as this is made clear.

As regards Q xviii, please insert: "In the case of the parish of Barkham, I feel that the following suggested sites are not suitable for development", and list the sites you wish to object to.

As regards Q xix, please insert your objections in the box on a site-by-site basis.

If your comments exceed the capacity of the box (which is 1,000 characters of text), the alternatives are:

In spite of extensive improvements to A327, traffic will have to pass through one of a number of existing bottlenecks, i.e. Arborfield Cross, Sindlesham and Winnersh, Wokingam level crossing, Nine Mile Ride, Eversley and Yateley.

Proposal (ref. 1Fl121) for residential development of 120-200 units on a 13 acre site at 31/33 Barkham Ride  

BRIEFING NOTE on 1WK119  

1WK119 Residential Development on 8 acres south of Highlands Avenue , including the water reservoir.  

·        The site overall is outside the settlement and development boundary, part of this site may be within the proposed Development Limit for Barkham/Wokingham per the Planning Department website

·        The area is currently classified (wrongly it is believed) as an old quarry and landfill site, and as such not suitable for development  

·        The land facing Bearwood Road is not worked and contains derelict buildings.  

·        The site appears to have only one exit ( Highlands Avenue ), as the private drive on it’s southern edge is outside the proposal. Linking into Limmer Close will require the demolition of one property. This could lead to Cul-de-sac style development.  

·        Barkham has developed as strip development along roads and Lanes, this would be out of character with Barkham (the site is on the Parish Boundary – out side Barkham)  

·        Poor access to and availability of public transport, then only bus service which is limited and infrequent is at least a10 minute walk away, will make residents car dependent  

·        Rural location with consequent lack of infrastructure; no local amenities other than Sub Post Office and paper shop. Parish church, village hall and The Bull pub are over a mile distant.

BRIEFING NOTE on 1WK 120  

1WK 120 500 units on a 48 acre site east of Bearwood Road, north of Highlands Avenue .  

BRIEFING NOTE on 1WK 125  

1WK125 - 32 units on a 5 acre site at Greenfields Farm, Edneys Hill.  

This site was rejected both by WDC and on appeal for development in July this year, please refer to appeal number below and site this as grounds for refusal.

Planning Application F/2004/2751            Greenfields House, Edneys Hill   

Proposed development of 32 dwellings.  Comprising 11 five bedroomed houses, 8 four bed houses, 3 three bed houses and 10 two bed flats.

Dismissed At Appeal – 3rd July 2006

Appeal ref. APP/XO360/A/04/1171539                                   

Reasons:-  The appeal site lies outside the boundary of the nearest settlement, there is some sporadic development in the immediate locality, the area is generally rural in character, predominantly farmland, interlaced by a network of narrow country lanes.  Local policies aim to protect the countryside for the sake of its character and beauty, the diversity of its landscapes, its heritage, wildlife and natural resources so that it may be enjoyed by all.  The proposal would not provide the type of housing which might be acceptable in the countryside.  The bulk of the site is greenfield land and development for housing would go against the thrust of recycling brownfield sites.

BRIEFING NOTE on 1WK151  

Proposal (ref. 1WK151) for residential development of around 10 units on land north of the Shires, off Sandy Lane  

·     Rural location with consequent lack of infrastructure; no local amenities other than Sub Post Office and paper shop. Parish church, village hall and The Bull pub are over a mile distant.  

Development would increase road traffic on an already over-stretched local network with no investment in infrastructure.

BRIEFING NOTE on 1WK157  

Proposal (ref. 1BR157) for housing development of 33 dwellings on land at Tricome Stables, Sandy Lane , Barkham  

·        Rural location with consequent lack of infrastructure; no local amenities other than Sub Post Office and paper shop. Parish church, village hall and The Bull pub are over a mile distant.  

Development would increase road traffic on an already over-stretched local network with no investment in infrastructure.
