Presentation
of the Sam Hosgood Sporting Endeavour Awards
|
|
Sam Hosgood made the presentations
to the young people who had been successful in being awarded a grant from
the fund. Each winner was
presented with a cheque for £100. |
|
|
|
Tamsyn
Pack – ice skating aged 17
|
|
Tamsyn is currently the solo
champion of
England
, having competed very successfully in competitions in Dumfries and
Bracknell
. She has also now found a new
dance partner to train and compete with in the British Junior Ice Dance
Championship, this entails travelling to Sheffield once a week and then
hopefully go on to compete internationally. |
|
|
|
Louisa
Bellis – tumbling aged 13
|
|
Louisa continues to compete for
Great Britain
having competed in two trials in Stoke and
Wakefield
has been selected for the World Championships in
Canada
later this year. She has also
competed in
Poland
and won the Junior Girls Sports Personality of the Year Award.
She also travels regularly to Loughborough at weekends for National
Squad training. |

|
Liam
Abrahams – trampolining aged 16
|
|
Liam has represented
Great Britain
at international events overseas on many occasions.
He trains 5 days a week at the Edgebarrow Trampoline Club.
He is a member of the Great Britain Youth Squad and is hoping for
selection to represent GB at the World Games in
Canada
later this year. He will be
competing in
Portugal
in September and hopes to be selected for further International events
through the remainder of the year. |

Ross
Abrahams – trampolining aged 13
|
|
Ross is also a member of the Great
Britain Youth Squad and competes in national competitions being placed in
the top 10 in the country in every event.
He too will be competing in
Portugal
in September. |
|
|
|
Katie
Abrahams – trampolining aged 10
|
|
Katie is also a member of the
Great Britain Southern Region Squad and has been placed in the top 5 in
the country and will also be competing in her first International event in
Portugal
. |
|
|
|
We would like to congratulate all
these very worthy winners. |

Presentation
from Tessa Hall Community Development Worker from CCB who will talk to the
Council about Village Plans
|
|
A Village Plan is a working
document for the Parish Council. It
invites the whole community to participate with a “wish list” of
future requirements for the village. It
will contain everything that is relevant to the people living in the area.
It will take 1 year minimum to complete with help and guidance from
the CCB. Approximate cost of
producing this would be £5000 and the CCB would assist with obtaining
grants to fund this. If BPC wish to take this one step forward it would
involve a public meeting to ascertain public interest and from there
working groups are formed. When
the plan is finished the Parish Council would adopt it as policy. |

|
Presentation from Miss Sue
Rowe from
Arborfield
Junior
School
|
|
Miss Rowe (head teacher) and Mr
Neil Lyddiatt (deputy head teacher) talked to the Parish Council about the
future of the two schools. Mrs
Anne Young retired from the post of head teacher of the
Junior
School
which then brought about the possibility of merging the infant school and
the junior school under one leadership.
Guidance from WBC states that if 2 schools share a site then the
possibility of merging should be explored.
The governors of the 2 schools are working together and it has been
decided that there will be collaboration for one year.
If this is a success then public consultation will take place
towards the amalgamation of the two schools.
As a Parish Council we will become involved with this. |

Miss Rowe concluded by thanking
the Council for the very generous donation towards the new dome for the
swimming pool, this enables the children to be able to swim for a longer
period of time as the heat is retained.
Mr Newman and the Clerk attended the opening ceremony.
Miss Rowe invited any one from the Council to visit the school to
see the school in action.

Meeting adjourned in order that
any members of the public can address the Council on any matters or
concerns relating to Barkham. |

Report
from the Villages Youth Project Worker – Louise Morris
|
|
The summer activities that have
been put on for the young people throughout the summer in Wokingham have
been hugely successful with lots of young people attending days out quad
biking, kayaking, moped training as well as attending a 5 day residential. |
|
The Friday youth club which
continued to meet at the village hall has been fairly quiet over the
holidays and the young people have decided to organise an advertising
campaign, they are designing posters and Louise will visit school
assemblies to promote the youth club. |
|
The mobile provision which visits
Elizabeth Park has now attracted a group of 10 young people who have been
regularly attending. It is
hoped that this group will encourage their friends to also participate.
Mrs Stubbs and Mr Postlethwaite to visit the club tomorrow to meet
the young people to ascertain what the young people want.
|

Planning
|
|
No planning applications of
significance needed to be reported back to the full Council.
|
|
|
|
Barkham
Parish Boundary – Mr Postlethwaite |
|
Mr Postlethwaite has had several
meetings with Keith Abnett, the Clerk from Wokingham Town Council
regarding the possibility of moving the parish boundary of Barkham to be
in line with the Ward boundary. This
would entail that the Ward of Sandy Bottom would then fall within Barkham.
This would move the boundary up to
Highlands Ave
and would take in both sides of
Sandy Lane
, Limmer Close, The Shires and extend down the
Barkham Road
as far as Blandford Close. Wokingham
Town Council is very political and the Councillor who currently represents
Sandy Bottom is unwilling to give up his seat.
Mr Postlethwaite has also been liaising with Electoral Services at
WBC who have advised him that with significant development over recent
years it maybe that Wokingham Town Council can retain an extra councillor
if Sandy Bottom moves to Barkham but a review must first take place.
Mrs Stubbs thanked Mr Postlethwaite for his efforts as he has
clearly made a huge amount of progress here. |

|
Highways
|
|
The £15,000 Section 106 monies
from Reading Football Club, as yet WBC have not decided where to use these
funds. WBC Planning Dept .have
been unable to have a meeting to decide and have asked us what we want.
Clerk to find out what limitations there are on the use of these
funds. |
|
|
|
The Parish Council were asked for
3 requests for Highway projects for the Parish of Barkham to be submitted
to WBC, after discussion BPC segregated them into minor and major
projects:- |

|
| To continue the footpath from
Barkham Street
to Barkham Ride, thus providing a continuous footpath from Barkham to
Finchampstead. |
| To continue the footpath from
Hayes Lane
to
Coombes Lane
along the
Bearwood Road
. The kerbstones are already
in place with a narrow grass track. This
would then enable pedestrians to walk to The Coombes without having to
cross the
Bearwood Road
to use the pavement. |
|
Major
Project
|
| To widen the bridge at Barkham Brook,
Barkham Road
to allow two lanes of traffic to pass. |
|
Also to bring to their attention a
scheme that does not fall within Barkham but could be of benefit – to
provide a cycle path / footpath along the Bearwood Road from Highlands Ave
along the east side of Bearwood Road to join up with the path at St
Catherine’s Lodge. This
would benefit the Safer Routes to school scheme enabling children to walk
or cycle to schools in Winnersh. |

|
The Executive Member for Highways
and Transportation, Cllr Keith Baker has announced changes to decision
making for highways issues at WBC, these changes will benefit parish
councils. The executive Member
will be supported by 4 fellow Councillors, each member of this team has
adopted 3 or 4 parish councils and will be a key link between that
Council, the Executive Member and the highways officers.
Each will be in close contact with their designated councils and
provide a monthly report on their councils to the Executive Member.
This new two way communication channel should provide a controlled,
more reactive environment which should go a long way to streamlining
processes. |

Issues
|
|
The leylandii trees along the
Bearwood Road
are still bushing out and obstructing the pavement. |
|
The light above the bend warning
sign along the
Bearwood Road
is not working. |
|
The
Commonfield Road
notice has been knocked off at the junction of
Barkham Street
and
Commonfield Road
. Clerk to notify WBC. |
|
|
|
The recent flooding caused Barkham
Brook to burst its banks causing flooding and damage to the cottages.
Clerk to write to WBC requesting that the brook is dredged in order
that the water can flow more freely. |
|
|
|
Parish
Plans – Mr Newman to discuss whether Barkham wish to undertake this
task. |
|
This to be reviewed at the next
meeting of the Parish Council. |
|
|
|
The
Local Development Framework – Mr Newman to report from the Parish
Briefing held on 24.7.07. |
|
Mr Newman and Mr Scott attended
the meeting regarding the proposed land for future development.
The meeting was based on “Is the Core Strategy Sound?”
If we are to object to schemes then the right wording must be used
to have any effect. |

The Clerk confirmed that the
accounts for the year ended 31.3.07 had been duly returned signed off by
Hacker Young the auditors. The
Notice of Conclusion of Audit and Right to Inspect the Annual Return has
been duly displayed for 14 days. |
|
|
|
Precept figures must be at WBC by
8th February 2008, (meeting of the Council is 12th
February) therefore we must agree the Precept at the January meeting.
Clerk to notify all applicants that their applications for a grant
must be received by 30.10.07, in order that the Finance Committee can
discuss these in November, then submit a plan to the Council in December
and finalise it in January. |

|
|
Mr Newman
reported that 800 copies of the Village Design Statement are to be printed
which will leave BPC about 40 spare, after the distribution. The final
version will also be available on line from WBC.
This will cost £1,200. The
plan is to distribute these with the BVRA newsletter in the middle to
end of September.
|
|
As the Parish
Council does not meet until September it was agreed by the Clerk that Mr
Newman should proceed with the printing, BPC will fund the additional £200
as WBC will pay £1000 towards printing costs.
|
|
|
|
To date 825 books have been sold,
an income of £4324.24, thus leaving 175 unsold, and the Council is now in
credit to the amount of £358.57. |
|
|
|
The
Code Of Conduct
|
|
The new Code of Conduct comes into
effect immediately. A new
paragraph 12(2) gives elected members with a prejudicial interest the same
rights as members of the public to speak to a meeting on the issue, but
then leave before the main discussion and vote.
This part of the revised Code does not automatically apply to
parish and town councils and therefore to take advantage of the amendment
parish councils need to pass a resolution adopting the Model Code of
Conduct including paragraph 12(2). |
|
BPC have formally adopted the new
Code of Conduct for Members including paragraph 12.2 with immediate
effect. |
|

Mr Newman informed the Council
that a small nucleus of people from the BVRA have set up “Barkham
Development Watch”, this is a scheme which invites residents to send in
their email addresses which will be kept on file, then when any planning
applications are received of significance which would have an impact on
Barkham, then an email will be sent out to those residents who have
expressed an interest of being kept informed.
There will be instructions guiding residents to the BVRA web site
where helpful comments will be listed on how to write a letter of
objection to WBC with points that need to be raised.
This scheme will be promoted in the next edition of the BVRA
magazine.
