DevWatch Alert
The Coombes – 2 forthcoming appeals

Apologies to those who received this earlier today. This is being resent due due to technical issues earlier meaing links in the original email may not work.

Two of the plot owners in The Coombes, who had planning applications refused by WBC are now going to Appeals.  These are described below and are in addition to the previously advised appeal by Dean Thomson which will be heard at an Inquiry on 24th (and possibly 25th) March at Shute End.

Application 192803 – Sara Saund shed appeal

This application was refused by WBC but is now being appealed.  Any comments made on the original application and posted to the WBC site will be sent to the Inspector.  However, if you did not make comments (“representations”) at that time or wish to amend or add to your previous comments for the Inspector you can do so now.

It is important to note that it is very unlikely that the Inspector will have any knowledge of Barkham or the importance to local residents of The Coombes other than what he or she reads in the submitted comments.  Also, we assume that there will probably be different Inspectors for each appeal.

The Planning Inspectorate reference is APP/X0360/W/19/3243308 and can be accessed on the Inspectorate site at https://acp.planninginspectorate.gov.uk/ViewCase.aspx?caseid=3243308

The original application (including details of the grounds of the appeal) can be found on the WBC site at
https://planning.wokingham.gov.uk/FastWebPL/detail.asp?AltRef=192803&ApplicationNumber=192803&AddressPrefix=&Postcode=&KeywordSearch=&Submit=Search

All representations must be received by the Inspectorate by 10 March 2020.

This Appeal will be decided on written evidence (not an Inquiry).

Enforcement Notice appeal – Candice and Dean Jules

This is a long running issue which has now gone to an appeal to the Planning Inspectorate.  It concerns the erection of a building and use as a dwelling on their Coombes plot.  The original planning application to WBC (183270) was refused and then an Enforcement Notice (84722) was issued by WBC.  The appeal is against the Enforcement Notice.

It was also the subject of a High Court Injunction as described in our alert from April 2019 here:.https://www.barkham.org.uk/index.php/devwatch/archive/145-bvra-devwatch-alert-coombes-injunction-update

Please note that any comments on the original application 183270 will not be sent to the Inspector as it is an appeal against the Enforcement Notice.  Therefore if residents wish to make a representation about this issue to the Inspector (which we’d encourage you to do), this needs to be done via the Planning Inspectorate website at  https://acp.planninginspectorate.gov.uk

The Planning Inspectorate reference is APP/X0360/C/19/3221552 and there is also a linked appeal APP/X0360/C/19/3221553, although it is not clear what is the subject of the second case so residents should comment now on the lead case 3221552.

All representations must be received by the Inspectorate by 12 March 2020.

There will then be an Inquiry to decide the appeal but the date for this has not yet been announced.

Neighbourhood Plan Referendum result

You will probably have seen the result of the referendum on 6 February regarding the Arborfield and Barkham Neighbourhood Plan.  For anyone who’s not aware, the result was a resounding 94% “YES”.  The Neighbourhood Plan will now become part of the statutory development plan for the Boroughmore details on this in a separate Alert.

Kind Regards
