A “Full planning application for the proposed installation of woodland security fencing” (200153) has been made by Mrs Candice Jules for her Coombes plot “White Heart Grove”.
Residents should be aware that a number of fencing applications have been made by the new plot owners in The Coombes, most of which have been the subject of previous Development Watch Alerts. These have generally been refused by WBC and some appeals are pending as we have notified residents.
The principle of avoiding The Coombes being transformed into fenced off sections to the detriment of wildlife and the general appearance of this valued natural woodland resource has been made several times but unfortunately needs to be repeated for each application (or appeal). The only material difference between the applications is usually the type and height of the fencing. This application 200153 seems to be for an approximately 1 metre high wire fence with additional fencing for a “poultry night enclosure”. It is not immediately clear if the fencing is planned to be all the same height.
The usual reasons for the fencing are made by Quiet Waters Consultancy who act for most of the plot holders. This one claims to produce a haven for wildlife and to protect the trees from criminal damage. We will leave residents to draw their own conclusions on these claims.

The deadline for comments to WBC is 26 February.
This Jules site has been the subject of a number of applications including the erection of buildings. A High Court Injunction was obtained by WBC in 2019 banning the Jules family from living on the site. An appeal against the erection of buildings planning refusal will be the subject of an Inquiry with the Planning Inspectorate. We will provide more details on this in a separate Alert.
